  Gary M. Wisenbaker
First Congressional District

Gary M. Wisenbaker represents Georgia’s 1st Congressional District. He and his wife live in Savannah.

Wisenbaker is chief executive officer and chief financial officer of Wisenbaker Law Offices, PC. He was previously a partner at Wisenbaker & Brooks, PC and a senior associate at Remler & Henderson. He is chairman of the Savannah Bar Association Committee on Governmental Affairs, and the co-founder, secretary, and treasurer of Southside Abstract and Title Company, as well as an associate member of the Savannah Board of Realtors. Wisenbaker earned a bachelor’s degree from Valdosta State University and a law degree from Mercer University. He and his wife, Jeannie, have three children.

Gary Wisenbaker was appointed to the GSFC Board of Commissioners in February 2008 and his term expires March 15, 2014.

Patrick N. Millsaps
Second Congressional District

Patrick N. Millsaps represents Georgia's 2nd Congressional District. He and his family live in Camilla.

Millsaps is a lawyer with the Millsaps Law Firm. He serves on the Programs Committee, the Communications Committee, and the Advertising Task Force of the State Bar of Georgia and is a district representative of the Young Lawyers Division.  He is the chairman-elect of the Georgia Area Council for the Boys and Girls Clubs of America, the 1st vice chairman of the Camilla Chamber of Commerce, program chairman of the Camilla Rotary Club, and attorney for the Mitchell County School Board. Previously, he served as president of the Mitchell County Bar Association and, prior to his legal career, was Policy Advisor to the State Board of Education.

Millsaps earned a bachelor’s degree from Samford University and a law degree from the University of Georgia.

Patrick Millsaps was appointed to the GSFC Board of Commissioners in March 2007. His current term expires March 2012.

  Joseph Edwards, Sr.
Third Congressional District

Joseph Edwards, Sr. represents Georgia’s 3rd Congressional District. He and his wife live in Barnesville.

Edwards is the chief executive officer of United Bank Corporation. He serves on the Oxford College of Emory University Board of Counselors, is the chairman of the Barnesville-Lamar Community Foundation, and the vice chairman of the Gordon College Foundation. He also has served as a member on the Federal Reserve Advisory Board, the board of directors of the American Bankers Association and a past chairman of the Georgia Bankers Association.

Edwards earned a bachelor’s degree and a master’s degree from Emory University.

Joseph Edwards was appointed to the GSFC Board of Commissioners in March 2007. His current term expires January 2009.

  Thomas Eugene Bowen
Fourth Congressional District

Thomas Eugene Bowen represents Georgia’s 4th Congressional District and currently serves as Board Chair. Bowen also serves on the Board of the DeKalb County School System.  He and his family live in Stone Mountain.

Bowen is an attorney and certified public accountant (CPA). He has extensive experience in the area of state and local tax consulting.

Bowen is a Tax Director at Hewlett Packard Company. In this responsibility, he oversees all aspects of the technology company's sales and property taxes in the United States.

Bowen received his undergraduate degrees from the University of South Florida (BS Accounting) and St. Leo University (BA Computer Information Systems). He earned his JD from Georgia State University, College of Law, and is a member of the State Bar of Georgia.

Thomas Bowen was appointed to the GSFC Board of Commissioners in October 2003. He was reappointed January 2007, and his term expires March 2012.

Molly Dye Franklin
Fifth Congressional District

Molly Dye Franklin represents Georgia’s 5th Congressional District. She lives in Atlanta.

Franklin is the president of Molly Dye & Associates, LLC. She formerly served as vice president of corporate relations for AGCO Corporation and as the chief of staff and administrative director for the late United States Senator Paul Coverdell. She is the co-chairman of the Coverdell Leadership Institute. Franklin earned a bachelor’s degree from the University of Georgia. She is married to George Franklin.

Molly was appointed to the GSFC Board of Commissioners on February 1, 2008 and her term expires March 15, 2011.

  Kipling "Kip" Sherrill Mercer
Seventh Congressional District

Kipling “Kip” Sherrill Mercer represents Georgia's 7th Congressional District. He and his wife live in Monroe.

Mercer is the president and chief executive officer of MERMC, Inc. and 4M Management, Inc.  He is a member of the Board of Atlanta Ronald McDonald House Charities.  He is currently chairman of the McDonald’s Atlanta Region Operators Association and is a former chairman of the McDonald’s Atlanta Region Leadership Council. He is a past board member of the Walton Country Red Cross, the Walton County Hospital Foundation, and the Walton County Boys and Girls Club.

Mercer attended Southeastern University and Wingate College.

Kip Mercer was appointed to the GSFC Board of Commissioners in March 2007. His current term expires March 2011.

  William R. Jerles, Jr., Vice Chair
Eighth Congressional District

William R. Jerles, Jr., Vice Chair, represents Georgia’s 8th Congressional District. He and his family live in Perry.

Jerles is managing partner of Daniel, Lawson, Tuggle & Jerles, LLP, being a member of the firm since 1990. Previously, he was a field representative for Sandoz Chemical Company, and an orchard manager for Big 6 Farms.

Jerles received a B.S.A. in agriculture from the University of Georgia and a J.D. from the Mercer University School of Law.  He is a member of the State Bar of Georgia.

A member of the Perry City Council since 1996, Jerles also has served as Mayor Pro-Tem. His many civic activities include serving as pro bono legal counsel for the Perry Chamber of Commerce, Houston County Heritage Foundation, and Flint EMC Charitable Foundation. He is a past President of the Perry Rotary Club and a member of The Perry First United Methodist Church.

William Jerles was appointed to the GSFC Board of Commissioners in August 2003 and was reappointed January 25, 2008, for a term of office ending March 15, 2013.

A. Middleton "Mid" Ramsey
Ninth Congressional District

A. Middleton ("Mid") Ramsey represents Georgia’s 9th Congressional District. He and his family live in Bogart.

Ramsey is Executive Vice President and Senior Lending Officer of Athens First Bank and Trust Company. Previously, he was Senior Vice President and Manager of Commercial Lending of Bankers First in Augusta, Georgia. Ramsey is also past Assistant Vice  President and Branch Manager of First Atlanta and First National Bank and Trust Company in Augusta.

He received an undergraduate degree from the University of Georgia.

Ramsey is a member of the Board of the Athens YMCA and is a member of the Advisory Board and Chairman of the Board of the Lanier Gardens/Talmadge Terrace Personal Care Center. He is a Board member of the National Football Foundation and College Hall of Fame of the University of Georgia Chapter.

Mid Ramsey was appointed to the GSFC Board of Commissioners in April 2004. His current term expires in March 2010.

Patricia A. Burd
Tenth Congressional District

Patricia A. Burd represents Georgia's 10th Congressional District. She and her husband live in Gainesville.

Burd recently retired as a middle school counselor for the Hall County School System. She previously served as a high school counselor for the Gainesville City School System.  Before moving to Georgia, she had worked in administrative positions at St. Louis University, Greenville College and Indiana State University.
 
She received her bachelor's degree from Greenville College in Illinois, her master's degree in education from Butler University, and her doctorate degree from St. Louis University.
 
Burd is a member of the Greenville College Board of Trustees and the Northeast Georgia History Center Board of Directors. She has served as a member of the Family Relations Program board of directors, the Quinlan Art Center's Education Committee, and both the board of directors and advisory board of Northeast Georgia Girls, Inc. She was awarded the Brenau University Distinguished Service Award and the Greenville College Distinguished Alumnus Award.
 
Patricia A. Burd was appointed to the GSFC Board of Commissioners in March 2005. Her current term expires in March 2010.

  Lindsey Tippins
Eleventh Congressional District

Lindsey Tippins represents Georgia’s 11th Congressional District. He and his family live in Marietta.

Tippins is President and owner of Tippins Contracting Company, Inc., a business he started in 1969.  He also serves on the Board of NW Bank and Trust.

He is a former Chairman of the Cobb County Board of Education and currently serves on the Board of Directors of the Calvary Children's Home and the North Georgia State Fair.

Tippins earned his undergraduate degree, with a major in business, from Georgia State University and a JD degree from Woodrow Wilson College of Law.

Lindsey Tippins was appointed to the GSFC Board of Commissioners in April 2004 and was reappointed January 25, 2008, for a term of office ending March 15, 2013.

  Kay Brown
Twelfth Congressional District

Kay Brown represents Georgia’s 12th Congressional District. She and her family live in Statesboro.

From 1986-2002, Brown served as Executive Director of the First District Regional Educational Service Agency (RESA). Previously, she was Director of Administrative Services, Jackson County Schools, for two years; a part-time instructor at the University of Georgia (UGA) for three years; and a classroom teacher with Gwinnett County Schools for 12 years.

Brown earned a Bachelor’s of Science in Education, a Master’s in Art Education, and a Doctor of Education degree from the UGA. She has done Post-doctoral study in Educational Administration at UGA. 

She has been active in many civic and professional organizations, often serving in leadership roles. She has served as President of the Georgia Southern University College of Education Advisory Board and President of the Rotary Club of Downtown Statesboro.  She a longtime member of the Georgia Association of Educational Leaders and the Georgia School Superintendents' Association. 

Kay Brown was appointed to the GSFC Board of Commissioners in August 2004. Her current term expires in January 2009.

  John L. Cowherd
Thirteenth Congressional District

John L. Cowherd represents Georgia’s 13th Congressional District. He lives in Jonesboro.

After 35 years of service, Cowherd retired from Delta Air Lines, Inc, as senior flight training planner. He also has served as director of research for Windward Capital Advisors, LLC., and as president and CEO of Paint Horizons, Inc.

Cowherd is the consumer member on the Georgia State Board of Physical Therapy, and he is a member of First Baptist Church of Jonesboro and the Jonesboro Historical Society. He has four children and five grandchildren.

Cowherd attended Georgia Southwestern State University and Clayton State University.

John Cowherd was appointed to the GSFC Board of Commissioners in January 2007. His term expires March 2009.
